My iPad 5 from 2017 keeps asking for my iCloud password for app downloading. Everything i tried didn’t work. How do I change it from password to Touch ID?

From iPad settings:
Settings > TouchID & Passcode > [Use TouchID For] iTunes & App Store - set to ON
Check your ScreenTime Restriction settings:
Settings > ScreenTime > Content & Privacy Restrictions > [Allow Changes To] Accounts - set to Allow
If this setting is set to Don't Allow, you will not be able to change the FaceID setting for iTunes & App Store:
The “use Touch ID for iTunes and App Store” button is locked.
