iCloud password created on mac/iphone don't sync to windows

I recently installed the iCloud app on windows to only use the password app, so I only have password synced (photo, document, etc are not synced)

I notice that if I create a password in windows iCloud password manager, it'll appear on my mac after a short while. But if I create a password on the mac or iPhone, I'll NEVER end up in the windows iCloud password manager. There is no sync button or anything, please help me resolve the issue, thank you
