This Mac is enrolled in Mosyle, and we have not signed into iCloud on this device. However, this morning, when I turned on the Mac, it displayed the following error: 'This Mac has been locked with Find My Mac. Enter your system lock PIN to unlock this Mac

I'm not quite certain what that means. If is means that Mac is managed through MDM then it is not yours to own and control, and you would need to contact the organization responsible for its management.

I would reconsider that policy. If a user cannot log into his or her own iCloud Account, then that Mac cannot be remotely locked nor unlocked through that user's Find My Mac.
For what it's worth I can think of no reason to restrict iCloud access. That doesn't mean a valid reason doesn't exist; I just can't think of one. And I think about these things.
