iphone 16 pro max won’t connect to remote home

I upgrade from a 15 pro max to a 16 pro max following the standard process using my 15 as the triggering device and the restoring my 16 from the most recent 15 backup. Most things appear to be working correctly, except that I have lost connection to all the home devices in my second house. My primary house (where I currently am) is fine, and my iPad Pro can still see and interact with the devices in the second house. I have attempted to turn home off and on again in iCloud, same with Keychain, and same with both at the same time. None of those seem to work. Is this a known bug, is there some other step I am missing? I do not recall having this problem in past upgrades.
