Please I subscribed for iCloud+ just today for 200gb
now I got a mail saying I ran out of storage where clearly I had just used 86gb out of the 200
ive already paid for it
please can it be rectified ??
The email may also be from a scammer and not from Apple at all. It's a pretty common scam. You might want to review these articles:

The eMail is probably out of date meaning you'll still got all your spare space after all.. See what happens when you try to use it.
