Despite unchecking all options in the privacy settings, the images in mail messages do not load.
running Ventura 13.7
As this has been reported in another thread - but closed, I'm posting a solution here:
1) check all 3 checkboxes and relaunch mail
2) uncheck all 3 checkboxes and relaunch mail
now it works for me

This may depend on, if the Image(s) are embedded in the body of the email or if they are file attachments
Using Hide My IP address in Mail >> Setting
Embedded images do not seem to require unchecking that setting
