Arrow-down key not working right in Safari

When I am using Safari and try to scroll down a line at a time with the arrow-down key (only when searching and you use the arrow down key to select one of the recommendations), it goes back to the top line not letting me select the right recommendation . The key works fine with everything else (including doing the same thing but with Chrome). I can't find anything in preferences that might be changed to have caused this. Any suggestions? (i even tried uninstalling all safari extensions)
