Safari history deleted and not recoverable?

I recently updated from an iPhone 12 Pro to an iPhone 16 Pro Max and in the meantime, put iOS 18.0.1 on the phone. After all that, I've noticed that Safari iCloud syncing has been turned on, which would be pretty good except that all the old history in my iPhone's Safari has been deleted, and there seems to be no way to recover it. All my backups were in iCloud so I don't even think that's an option, as it's been a week since getting my new phone. Is there any suggestions on how to recover the history.
