What is using the microphone? Is it really Settings?

I have an iPad Pro 12.9 5th generation with iPadOS 18.0.1. I recently noticed that when I open Settings, the orange microphone dot turns on. This does not happen with my iPhone 14 Pro Max with iOS 18.0.1. I have gone into Privacy & Security->Microphone and ensured that no app has been granted microphone access. While in Settings I swiped down to get to Control Center. At the top, Microphone and Location Services were listed as being used. When I clicked on them, it was being used by Settings. I have ensured Voice Shortcuts is off and any other option for voice control.
