Safari not allowing me to open files

I recently deleted Chrome on my macbook for space, I was going to download it back. When I go to safari to download it this error message pops up "The file “googlechrome.dmg.download” doesn’t appear to be a valid download file." I have shut down/restart my laptop, tried redownloading. Is there anything I can do to resolve this issue? If so, please help!
