Background apps draining battery with screen cover on

I close my iPad screen cover and as far as I care, it's asleep and should consume close to zero battery. Various apps, like Safari and Reddit, will continue to drain my battery even if I have background app refresh turned off. If I look at the apps draining battery in the Battery menu of the Settings application, it says they were on Screen, even though I can confirm with 100% certainty with my eyes that exist in the physical world, they were not.


Very bad power management, background management. How do I fix, or when will Apple fix. iPads are going on 15 years old so I don't think Apple is very concerned. Is there a developer options where I can improve this junk?
