MacBook Pro book marks return to default when I quit safari

I have a new 14 inch MacBook Pro. Every time I quit safari the bookmarks return to default. I have it turned on in iCloud and there are none to recover. They are not synced. I went to log out and back in, but got a lot of questions about deleting videos and cards. I have apple care but do not want to waste time on hold. I hoped there would be a simple fix.

i have toggled the safari setting. I have restarted the Mac. I have the latest OS. What can I do?
