the last security update for ios16 was in August 2024–16.7.10. Is this the end of the line for 16 or will Apple continue to provide security updates?

None of us can say with any certainty, but I expect Apple will continue to provide any critical security patches for a while yet. They were still providing security updates for iOS 15 as of July.
