I have used iTunes since my daughter got for me an iPod classic. I have used that collection on my IPhone for years. I have the iPods (3) in my car, my wifes' car and online with Control4. I cannot access my music collection on iPhone 16. Do I HAVE to PAY to use iTunes on new iPhone?

You can go into Settings > Apps > Music, then enable "Sync Library"
Provided you're using the same Apple Account, the music should be synced now.
Alternatively, you should be able to sync music to your iPhone the same way you would sync music to your iPods.
