Enabling Parent/Guardian Settings for Family Sharing on Child's iPhone

I’m trying to set up a new iPhone for my child. When I enter their username and password for their Apple ID, it says that you have to ask your family organizer to enable your parent/guardian settings and family settings. I’m not sure what to do at this point?
