Buying second hand iPhone

I want to ask if anyone know this

I want to buy an second hand iPhone provided imei number are checked clean no blacklist no sim lock no find my no icloud sign in no passcode lock

Provided that I’m able to sign in ID and all that stuff.

Can that seller still report or perform that phone after days months to the carrier or insurance company device is lost/stolen with my apple ID signed in and the phone is useless ?
