I have 25GB left. I can't run programs on my MacBook for lack of space. All my Documents and other items are already on iCloud. Yes, Optimize folders or whatever is already turned on. I had over 200GB of free space previous. I need to use my computer now.

Is it too much to ask for a simple button to push files to the iCloud immediately instead of waiting around for days for the computer to decide when to free up space?

Perhaps you should upgrade to Sequoia:

There's a simple button that lets you remove a file from the Mac's iCloud folder while still available from iCloud.

In the meantime, you can offload files to an external drive so that you have room to upgrade.
