A1347 Mac Mini: OSX reinstall errors & stuck on fixing

Hi Apple Community. I would appreciate an help anyone can give.

I have a A1347 Mac Mini with DVD drive that came to me wiped. I am attempting install osx fresh, but have not been successful. I have:

  1. Connected to my home network by wireless, ethernet, and cell phone in separate attempts. Network doesn't seem to be the issue.
  2. Ran disk utility on thumb drives and the hard drive. Did not help in every scenario.
  3. I've attempted a NVRAM or PRAM reset.
  4. I've tried both a Catalina and the version that came on it. Sorry, I just don't have the will in the moment to reboot it again to find out. Both were recognized for a startup disk but would not boot. It through up the cross out logo for each.
  5. I've also tried multiple attempts with each new troubleshoot methond. I don't know if there is much else I've come across to a solution that works.

The 2010 Mac mini was the last model that an internal SuperDrive. It originally came with a 10.6 Snow Leopard Install Disc set and can run up to High Sierra. If the previous owner does not have that original Disc set, then you need to make an El Capitan or High Sierra Installer on a flash drive to Install an OS X.
