2-finger scrolling on MacBook Pro not working

2-finger scrolling on 2019 MacBook Pro not working in my own user account, ditto in safe mode. However, in a second user account it is working.

I have recently set up universal control with my iPad so could this be something to do with changes I made in Accessibility?

OS is Monterey v.12.7.6
