RAM or Cores?

I usually have a lot of apps open (memory maxes out) on my M1 8gig mini for work. Not graphics work, more like Microsoft 365 apps and I may run a movie or music in the background. I am upgrading... is extra RAM more important, M4 10-core, 24gig ($999) or more cores , M4Pro, 12 core, 16gig ($1399)?

Mac mini, macOS 15.0

RAM first always.

Only if you do CPU intensive tasks like 4K video rendering or 3D game rendering or other processor intensive tasks would you worry about the extra cores, but then you also include more RAM in the mix.

For what you describe, go for more RAM. The 10 Core is more than enough for those types of tasks. But having many opened at the same time will benefit from more RAM.

Extra CPU cores help if you are running things like long batch jobs that can make good use of multiple CPU cores. A lot of interactive work leans more on the performance of one or two cores. Likewise, extra GPU cores help if you have GPU-intensive work (like gaming or certain types of photo editing).

For the uses you describe, it doesn't sound like you need a M4 Pro. The extra RAM might be more important.
