Simply put, I have a Pages doc uploaded to iCloud and I can’t get online Pages to edit it. The window has no tools available other than “Download.” I move the cursor around but nothing happens when I click of text.

If the Pages document is perched on iCloud Drive and you launch Pages v14.2 in iPadOS 18.1, you should see that document in the Pages array of available documents in one of Recents, Shared, or Browse tabs. Click to open it.
Get in the habit of stating the explicit iPad Pro model, version of Pages, and version of the operating system. The term "latest" might or might not be true after your post.
I am saying that if the Pages document is located on your iCloud Drive (or even the local iPad drive) you should be able to access it from Pages on the iPad Pro. I can, so it must be possible — unless you have exhausted your iCloud storage.
So you're saying don't even try to edit via iCloud itself.
