iCloud Photos download button greyed out - Mac Sequoia

I have 28 days left to download photos from iCloud however when I sign in to iCloud, all the buttons (including the download button) are greyed out.

I'm using a Mac desktop computer running Sequoia 15.0.1

iMac 27″, macOS 15.0

If the download button for iCloud Photos is grayed out on a Mac, it could be because the iCloud storage is full or almost full:

I am having the same problem. I do not want to increase my iCloud storage plan. Do you know how can I trash some photos and download the rest?
