Mac OS 13.7.1 update causes Safari to stop working

After taking the latest update, now I get Safari error messages at boot up. Sync extensions errors, etc. The errors cannot be cleared. And I have no extensions enabled. I have to use Chrime now just to get a web browser working. I cannot start Safari so I cannot mess with its settings. What do I do to get safari working again?

Does Safari work in Safe Mode...?

If it does, then the likely culprit is some type of third-party AV-ware or a VPN that you have installed on the system.
