My dad gave me his computer and I think he wiped everything off. The computer is stuck in utilities, connected to WiFi and still not able to get passed the utility screen. States unable to recover.

Please return the computer to your Dad and have him do all the steps in What to do before you sell, trade-in or give away a Mac. Google that and you will find Apples link. If you do no you will only have a boat anchor!!!
