Can the super drive Model A1379 accept a 3" mini disc and not get stuck?

Short answer: no.
The Apple SuperDrive is not designed to handle mini 3-inch discs (like those used in some camcorders or other specialized media formats). The slot-loading mechanism is specifically built for standard 12 cm (4.7 inch) discs, and inserting a smaller disc can lead to it getting stuck or causing damage to the drive as you suspected.
