Unable to set "double Fn" as shortcut for dictation keyboard shortcut on my iMac running macOS Ventura

I am using OS Ventura and have always used press fn twice to start dictation. This still shows on the keyboard system settings as the shortcut but does not work. In the Finder edit menu it now shows as FnD, which works. I have unsuccessfully tried to change it back to FnFn. Is this possible?

I don't use shortcuts but do use Keyboard Maestro to create 1 key (the Fn keys - don't use them for their intended purpose) to open apps, change settings, add text and lots more. There is a demo version you can try.

Keyboard Maestro is probably the most powerful macro create out there. However, there are many others, some free, from the App Store. Just search for "macro".
