Which iPhone do you have? Does it meet the requirements outlined in the article? Do you meet all the other requirements:

That is correct. You cannot pair them (except for though the Personal Hotspot feature.

And if Bluetooth not connect how Iphone Mirror work?

You don't need to pair your phone to the Mac by BT to use iPhone mirroring. You need to have BT enabled on both devices but no pairing is involved. Please refer to the instructions:

iPhone Mirroring: Use your iPhone from your Mac - Apple Support

Note that Bluetooth pairing is never mentioned.

There is no issue here, you have never been able to pair two Apple devices together via bluetooth unless you're tethering.
