Keyboard Shortcuts for Apps no longer working on new Mac

I am on an M4 MacBook Pro with Seqouia on latest 15.1.1

When I go to:

System Settings - Keyboard - Keyboard Shortcuts - App Shortcuts

Say I want to add a Shortcut for the Music app to View - as Albums

I add as Albums and type Command + 2

It doesn't show up or work when I open Music next to View - as Albums

Whereas on my older MacBook with Sequoia it shows up and works perfectly fine.

On my current MacBook it works with Calendar and Books so far but not with TV or Music.

Any ideas? Do I need to give the apps special permissions in Privacy & Security?
