Show Desktop keyboard shortcut always reverts to F11 after restart

Hello.. I have been trying to change the keyboard shortcut for "Show Desktop" as I need to free up F11 that it is set to by default. I can change it... and all is good.. but then when the machine is restarted it always reverts to F11. Am I missing something or is this a bug? MacMini M2, on MacOS 15.1.1
