Unable to create a new apple account

I’ve tried everything everywhere. I can’t create an account on Ipad, phone or mac. I give in every single info correctly and I verify my email and my number but then it either says « can’t make an account at this time », or when I verify my number, absolutely nothing happens. To add to this, my internet is completely fine and not weak at all.
