My instagram has been hacked from someone in New York! I am currently in Utah. Is there anyway you can shut down the account or ban it from the user in New York who is accessing it!!!? Also they have been asking all of my followers for money and I know of 500 dollars that has already been loss!!!

No one here can do anything to help you with this since we're all just fellow users, nor can Apple provide any help since Instagram is not their service so they have no control over its accounts. You need to contact Instagram support for assistance.

Apple doesn’t own or operate instagram.
Any issues you have with instagram need to be addressed by instagram.
