We have led you to what brands to look for, it's up to you now to research which specific brands and models come closest to what you need. Then you can begin shopping for that monitor.

In that range, the brands I recommend you look at (in no particular order) are:
Those 5 brands all have offerings in that price range and size so you can narrow down. Look for those that have HDMI input. There is no best, that is why we have choices. However there likely is a best for your specific needs.
Pick a number for your budget and then see what pops up on Amazon in your range.
The Mac mini can drive most any consumer grade monitor on the market.
HDMI would be my choice of monitor connection for a Mac mini single monitor setup.
There are literally hundreds of external monitors to choose from ranging in price from <$100 to >$1500. It would be helpful to us if we knew your budget and the size of the monitor you are looking for, otherwise there really isn't anything we can do to help you.

Do you do photographic or other graphics work?
Do you just do basic things like email, web browsing, occasion writing?
Do you do a lot of data analysis as in lots of spreadsheets?
For basic color accuracy, look for an IPS panel, and 100% or near-100% coverage of sRGB.
The cheapest 24" 1920x1080 monitors (the ones that go for around $80 USD) tend not to have that. When you see the sRGB coverage missing in the Technical Specifications for a monitor (other than an Apple one), that is usually an indication that the coverage is terrible. (A terrible monitor might still be OK just for reading e-mail.)
Most of the monitors in this size range are likely to have 1920x1080 pixel resolution … with a few having 1920x1200 pixel resolution. Unfortunately, there is a dearth of 24" 4K monitors. (The point of getting such a monitor wouldn't be to cram more stuff onto the screen, but to get a sharper image when running in a Retina "looks like 1920x1080" mode. If you have ever seen the screen on a 24" 4.5K Retina iMac, 27" 5K Retina iMac, or 27" Apple Studio Display, you will know the type of sharpness that I am talking about.
Most any aftermarket computer display/monitor will work with the Mac mini.
