Safari will not update on my late 2013 iMac

I am on a late 2013 imac which up until recently was happily

running on Catalina 10.15. After erasing the internal hard drive it will only

restore Mavericks 10.09. Had long discussions with apple support who assure me

apple should be able to restore Catalina. However! Safari will not upgrade. Firefox wont install either. I am unable to get my usb drive to format correctly. Any ideas?

Boot into recovery mode and then:

Erase and reformat a storage device in Disk Utility on Mac - Apple Support

Once you have any macOS reinstalled you should be able to upgrade back to Catalina.
