System settings have disappeared

My system settings keep disappearing:

The come back after rebooting. It is a pain. This started in 15.0 and is continuing. I just rebooted on Tuesday and now it is only Friday and the settings are all gone again :-(

Obviously this is not expected behavior but right now you are the only one reporting this so it’s not likely a bug in Sequoia. I would recommend restarting your Mac into “Safe Mode” which often resolves glitches like this.

Start up your Mac in safe mode - Apple Support

This can take considerably longer than a normal startup so be patient. After entering safe mode check to see if your System Settings are present, then restart your Mac in normal mode. See if the issue is resolved.

When restarting in safe mode certain maintenance tasks are performed and certain caches are emptied.

I would also suggest posting the free EtreCheck report using the Additional Text option when posting. This will identify any third party processes that may be running on startup conflicting with the normal operation of the OS. The report contains no personal information. That would explain why reinstalling the OS did not help as it was restored to the previous state with those same files causing the problem.
