Subscriptions will continue on an account until you stop them. You do not have to set up a new account when you get a different device. You should have just continued using the old account. Sign into the old account and stop the subscriptions (you will still have to pay what you owe since according to Apple you were still using them).

If you are no longer using an account, delete it. For information about how to delete an Apple Account (formerly “Apple ID”), read this support article —> How to delete your Apple Account - Apple Support

Carefully and thoroughly read that article for information about what happens when you delete your Apple Account. For example:

"Make sure that you sign out of all your devices to avoid issues with apps that use your Apple Account or iCloud. After your account is deleted, you can’t sign out of iCloud or turn off Find My iPhone Activation Lock on your devices. If you forget to sign out, you might not be able to use your device when your account is deleted."

If you no longer have access to the account, speak to Apple about it. Remember though, you will have to convince them you are the actual account owner and not just some "friend" of the owner who is trying to play a mean trick. account security works both ways if you have forgotten your access information. Refer to this page for Apple Support features ➔ Contact - Official Apple Support

Select from the presented options until you find a solution for your issue, or see if there is a chat or phone call contact method offered lower on the page (you sometimes have to narrow down the options multiple times before this is shown). If you do not see your issue, keep experimenting with any series of selections until you reach one that offers a chat session or a telephone call and get the representative to redirect you.
