i cant download any apps for id say around a month or more now

i cant download any apps for id say around a month or more now because i purchased in game items but the in game items shouldn’t have been bought, i never recieved the in game items and i went to my settings because i get max $50 prepaid gift card that i use to buy stuff, the amount i used was over $50 and so i checked in my settings, it was a visa card I didn’t recognize, I don’t have a visa, I have debit and it doesn’t have a cvv, this card did but it also had my name on it which was odd, I don’t remember adding it either, the apps that I bought the in game items in are now deleted, it also let me delete the card off out of my settings when I had a subscription on it but usually Apple doesn’t let you take a payment method off if u have subscriptions or pending purchases, it’s been over a month and Apple says it’s still a pending purchase so I can’t do a report on it, thanks
