Can't copy files to hard drive or change permissions

I just bought a new MacBook Air. I tried to copy files from a flash drive but I'm not allowed. I checked

the hard drive permissions and it says "Read Only." If I try to give myself "Read & Write" permission, then it says "The operation can't be completed because you don't have the necessary permission." This is a laptop

I bought 24 hours ago and it's running OS 15.1.1.

You can only store files within the "/Users" folder. The root of the system boot drive is now on a read-only signed & sealed APFS volume so it is no longer possible to store files outside of the "/Users" folder. If you want to share items between different macOS user accounts on this boot drive, then place the files in the "/Users/Shared" folder.
