WiFi connection on new iPad Air, 4th Gen

I am wondering why this iPad is not connecting to WiFi after three hours of downloading apps which are on my other Apple products. Settings show my WiFi but the pad is not able to connect. Several apps have yet to finish downloading. The WiFi icon is not showing on the top of the screen. The 400 MB restore is still in progress.
