Can I use the same phone number for a new Apple Account?

Years ago, I moved my home phone number to an iPhone and set-up an apple ID using my youngest daughter's information. Fast forward 8 years and another of my daughters has been using this phone as her own for a number of years. There are limitations on this apple ID as it's set-up for my daughter who is not yet 13.

I've set-up a new apple ID for my daughter who is using this phone and is 16, but I need to disconnect the phone number (the old home phone #) from the old apple ID and reassign it to the new apple ID that my 16 year old daughter will use. I'll use the old apple ID on an iPad until my youngest daughter gets a phone and I can assign it to her.

How do I make this change and drop the phone number from the existing apple ID to the new one?
