NFC Pay (Apple Pay _ 3rd party payments) in India

Hi, as per recent article from Apple (Developers can soon offer in-app NFC transactions using the Secure Element - Apple (IN) ), when is it expected to have apply pay and other third-party payments available in India? For 3rd party to start developing and integrating their platforms, they will be requiring APIs which currently isn't shared to the companies registered in India. What is the expected timeline for this?

Also, is there is specific model, like that for Apple Intelligence, for which this is going to be applicable or it will be at the iOS level?
