Photos Crashes on Launch after Sonoma Update

I just updated from Ventura to Sonoma 14.7.1. I opened Photos and rotated a photo and tried to print. I don't remember the exact sequence of events (I didn't end up printing from Photos) but now Photos won't open. For a few seconds there's no response and then a spinning beachball appears, and Photos shows as (not responding) in Force Quit Applications.

It's the same if I hold CMD + OPT when I try to start Photos and it's also the same after a Safe Boot.

Any suggestions?
