Why does my MacBook keep asking to "Try again"?

My Macbook M2 (Sonoma 14.6.1) keeps asking to "Try again after xxx minutes" right after I start it. If waiting till the wait time end ("xxx minutes" ended) then I can update everything as normal. This happens mostly when I want to update something (Ex: change password, restart to update new macOS version, add/remove finger print....) and one more thing, the finger print is not working use to login in this period of "xxx minutes"

When the computer password has been incorrectly Typed In - too may


You may have to wait xx minutes before it will allow you to try again - normal


OP " the finger print is not working use to login in this period of "xxx minutes"


That too is normal


When you First Turn On the computer


Pause for a moment and read the fine print below where the password is typed in
