Updated to Sequoia 15.1.1 and noticed the Orange dot. Checked Privacy > Microphone and no apps are using it. It says "Siri & Dictation," but I have those turned off, as well as Apple Intelligence.

Try to double check your settings, especially when it comes to dictation and accessibility. Close all apps (excluding finder obviously). If persisting, ask Apple for support.
Another sign of this is because hackers can hack microphones too. If you suspect someone tracking your mic, install an antivirus if needed, just to be safe. Delete any app you suspect causing the problem. List down the suspicious apps on Notes or on a piece of paper, in case the suspicious app wasn't the cause of the problem.
Solved workaround: Manually triggering Siri with the button and then cancelling it again with the button made the microphone dot go away.

I've only had this MacBook for about 2 weeks - new from Apple Store for work. The only app is Zoom. Firewall and FileVault is on. No third party app access allowed. Control Center specifically says Siri & Dictation are using the Mic. I guess I'll call AppleCare.
