MacOs Sequoia issues, can't accept terms & conditions, apps not opening

Ever since I've installed Sequoia, I can't login into my Apple ID, or accept the terms & conditions. In system settings, under Storage, it appears as I have no files, it keeps loading, all I get is the rolling wheel of death and then I have to force quit it. (I definitely do have enough space.)

When I try to open apps (Acrobat, Quicktime, Pages, etc..), they seem to get the prompt and a dot underneath it shows up, but nothing happens. The app doesn't open, so I have to force quit it.

I have also tried updating to the latest version of Sequoia.

I've tried getting in touch with Apple support, they said to reinstall the Os, I did, and it's just the same.

I'd really appreciate any ideas, before I give up and buy a new one. 🥲

Thanks.
