Syncing all messages between devices
My new iPad does not sync text messages received by my iPhone that come from numbers. Examples are texts to give you a verification code. What should I do?

To send or receive SMS/MMS messages (green bubbles) from your iPad you must explicitly enable Text Message Forwarding for your iPad on your iPhone...
On your iPhone:
Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your iPad from the list of devices.
Also ensure that Messages in iCloud is enabled on both your iPhone and iPad:
Settings > [Your Name / AppleID] > Messages - set to ON
Most messages do sync. The only ones that don’t are those special ones whose sender is identified by a number such as 12345. They are apps providing verification codes or reminders of appointments.
the settings you suggested were already in place.
Check Settings > Apps > Messages > Text Message Forwarding on your iPhone.
Check Settings > General > AutoFill & Passwords.> Delete After Use on both devices.
Also, my previous iPad synced all messages without a problem.
