How do I resolve this issue?

So, again, I use Parallels and haven't been a big VMWare user for a while - so I can't tell you exactly how VMWare would lay out their GUI...

But wherever the hardware configuration settings are done (where you decide how many CPUs, RAM, etc are allocated to the VM, configure the virtual HDD size, etc) you should be able to see - or add - and configure a TPM Chip (they will likely call it a Trusted Platform Module - the generic term - rather than give a specific kind like T2 which is Apple proprietary).

TPM needs to exist and will probably store the TPM key(s) in your Keychain.
