OP, try using Retroactive, it's an app on GitHub, it's been recently discontinued but it still works on Big Sur, you can use it to install an older version of iTunes and authorize there, then you can delete iTunes and still have your computer be authorized in Music. I think Apple just... forgot about Big Sur users. 🤷

Can confirm this workaround works, just did it.

Successfully Authorizing a Device:

There is an error connecting to Apple's server.

A. Disable All VPNs:

So, are you using a VPN? IF so, disable it, and then try this once more.

B. Restart your Mac:

Perform a restart and then try this once more.

C. Close All Apps:

Make sure that you are just using iTunes, and that no other app is open.

D. Cancel All Downloads on All Browsers:

A download maybe pending that is not responding. So, cable or pause your downloads.

"Not OP but I tried all of these, even logged out of my Apple ID and disabled my VPN, but for whatever reason I cannot get Apple Music to authorize and my computer can't run more than Big Sur. Do I downgrade back to Mojave and lose all my files? OCLP is not an option for me."
