My MAC Studio 1M recognizes my new Samsung Smart Monitor as a display but does not show the integrated Web Cam as an option for APP's like ZOOM, FaceTime, PhotoBooth etc. The monitor is currently connected via a HDMI cable.

HDMI connection does not carry extra data for the "USB based device" (in your case - the webcam).
Does the Samsung monitor have USB-C or Thunderbolt connector?
You might want to give that a try.
