Unable to fix App Store stuck on waiting after iOS 18 update

I don't really understand your question. What do you mean by "waiting"? If you mean the apps are updating and you have 22 of them waiting to update, I notice you have no WiFi and very weak cellular connection. Go to someplace with WiFi or at least stronger cellular connection.
