Because you are from Russia. There is sanctions since 24.02.2022 (Russia-Ukraine war).

Потому что с начала вторжения в Украину введены санкции на использование Apple Pay в России. Оплачивай сервисы с помощью мобильных операторов (МТС и Билайн).
